An Agent can invite an Account Manager to have full access to place orders and manage their account. Agents can invite an account manager inside their profile once logged in:

What is the Process Once an Account Manager has been Invited?
Once you add the email and invite the account manager an email is sent:
The Account Manager will click "Accept Invitation" and will be asked to log into their account (if they do not have an account they will be able to set one up)
Once verified the Account Manager can click to Accept the Invitation:
The Account Manager will then have access to manage the new account
