For videos to play on the property website and be downloadable, set these upload defaults in your Vimeo account.
How to set your Vimeo upload defaults
Sign in to Vimeo and go to vimeo.com/settings/videos/upload_defaults.
Under Privacy, set Who can watch your videos, events and showcases? to Public.
Set Where can your videos be embedded? to Anywhere.
Under What can people do with your videos?, check Download them.
Notes
Download them is only available on paid Vimeo plans.
Upload defaults apply to videos you upload after changing them. To change a video you've already uploaded, edit its settings in Vimeo.
